? >> supervisor campos: if we can ask ms. campbell? i just wanted to give my colleagues the opportunity to say anything. >> good afternoon chair chur and members of the committee. supervisor campos did actually go over the scope that we have introduced in the motion. it's a very broad scope. at the scope that would be like any initiative of any audit. we conduct a risk assessment, where we would carefully define the scope and narrow it to what we consider the most critical areas. a couple of points about this audit. this is a hud-funded agency, not funded by the city. we have met with the government relations officer from the housing authority and discuss our working relationship. he did provide us with a copy of the information request provided by hud. we talked about what the hud scope would be so we would be able to work cooperatively and make sure we are making the best use of resources in terms of conducting the audit. we have already begun that discussion, although abortion is not the best. >> supervisor campos: ms. campbell forgot to brought this, and glad that you brought it up. housi

is the nations leading mental health and addiction organization. under ms. campbell leadership of the national council has helped to secure the passage of the federal mental health law, and expanded financing for integrated behavioral health and primary care services. ms. campbell helped introduce the mental health first aid in the united states, and to date has led the national council in training nearly 100,000 citizens in the program. in my district alone 1400 people have been trained and the program is a huge success. a 22 year -- a 22 year veteran of the u.s. navy, she leads initiatives to improve community-based mental health and addiction treatment services for veterans and pioneered the -- serving our veterans be able to pick a program to train civilian health care providers to that occur are veterans in the committee. thank you for your service, ms. campbell, and for being with us this afternoon. i look forward to your testimony. >> thank you. next, congressman rush holt will introduce david chipman. >> thank you, chairman for convening the hearing and for inviting thicknesse the witn

a flight back to california, but thanks for having me here today. >> ms. campbell. >> good afternoon and thank you for inviting me to speak today. i am proud to work with the national council for community behavioral health and national mentorship organization representing more than 2000 organizations that provide mental health and addiction treatment in almost every community in this country. our members by the sentimental health and addiction driven services to more than 8 million children, adults and families across this country. i really want to cover three points. first come enforcement of existing federal reporting law. second, the ongoing need for improved treatment for mental health disorders among veterans, effort, the need for better public education about the nature of mental illness and addiction. a member organizations and the board of directors come from every corner of the country and have diverse opinions regarding firearms and the topic of gun control. we urge all states to comply with this requirement and to provide required information to national registry. however
